About this file

The document is a National Institutes of Health (NIH) Intent to Sole Source Notice for MacVector Software Licenses. NIH's Center of Information Technology (CIT) intends to negotiate a sole source contract with MacVector Inc. for maintenance and new software licenses to conduct sequence and complex data analysis for CIT, HHS Operation Divisions, and NIH Institutes and Centers. The anticipated performance period is one year with three optional additional years (September 24, 2025 – September 23, 2029), with a total estimated procurement value of $238,000.

The rationale for sole sourcing includes MacVector being the exclusive manufacturer/distributor of their proprietary software, with unique capabilities specific to MAC devices including integrated solutions, specialized algorithms, and an Assembler necessary for current NIH systems. NIH conducted market research confirming no alternative sources meet their requirements. Interested parties who believe they can provide equivalent products/services must submit detailed written responses by September 15, 2025, to Courtney Warren at Courtney.Warren@nih.gov. The government will review responses but retains sole discretion on whether to compete the procurement.
