About this opportunity
The Centers for Disease Control and Prevention (CDC), through its Office of Acquisition Services, has published a Notice of Intent to sole source a purchase order to Key Solutions, Inc. for eProtocol and Lab Animal Resource System (LARS) software licensing and related services. This special notice was posted on April 27, 2026, and represents the CDC's intention to award a firm fixed price purchase order without competitive bidding. The software will support the CDC's National Center for Immunization and Respiratory Diseases in managing their animal care program operations. Key Solutions, Inc. is based in Fremont, California, and currently provides these critical software solutions to the agency.
The CDC is issuing this notice to invite interested entities to demonstrate their capability and interest in providing equivalent or superior solutions before the agency finalizes the sole source award to Key Solutions, Inc. Responses identifying contractor interest and capability must be submitted by 4:00 PM EST on May 12, 2026, via email to contract specialist Felipe Cardenas at tpp5@cdc.gov, with all submissions received within 15 days of notice issuance eligible for consideration. The eProtocol software modules manage animal procurement, ordering, record keeping, data collection, reporting, and billing functions, while the IACUC protocol compliance module ensures consistent protocol review and strengthens compliance oversight, and the LARS module streamlines end-to-end animal management activities. The purchase order will include up to 50 active IACUC users, 16 hours of web-based training, annual maintenance, custom services, and data migration support. The government retains full discretion to determine whether competitive procurement should be conducted based on responses received, and all submitted information will be evaluated to inform this decision.
