About this opportunity

The Department of State Office of Acquisition Management has published a Notice of Intent to sole source JVCKenwood VHF Tier Two Handheld Radios through Federal Communications Consulting. This procurement will support the Department of State's Global Tactical Communications Office operations at Post Merida with an estimated delivery timeframe of 90 days after receipt of order. The notice was posted on September 7, 2025, with responses due by September 15, 2025. The procurement falls under NAICS code 334220 for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing and PSC code 5825 for Radio Navigation Equipment, Except Airborne. The government is pursuing a waiver from competitive procurement requirements under FAR 13.106-1(b)(1).

The primary objective is to procure VHF P25 NX-5200 radios, UHF P25 NX-5300 radios, batteries, and encryption modules to maintain the existing JVCKenwood radio network and ensure staff safety and security. The government justifies the sole source approach by emphasizing the need for compatibility with existing JVCKenwood equipment in current E&E and EAC radio programs. Potential offerors who believe they can provide equivalent products or services are instructed to submit written capabilities and specifications to the Contracting Officer Amanda Rajah and Contract Specialist Cole Cook by the September 15 deadline. This notice specifically states it is not a request for competitive quotes, but all responses will be considered in determining whether a competitive procurement is feasible. The government reserves sole discretion in deciding whether qualified alternative sources would be more advantageous, and if no satisfactory responses are received, the award will proceed with Federal Communications Consulting.
