About this opportunity

The Department of the Navy, Naval Research Laboratory is issuing a Notice of Intent to sole source high-power continuous wave lasers from IPG Photonics Corporation, with written objections due August 31, 2026. This is a sole-source procurement under FAR 12.102; market research has determined IPG is the only manufacturer capable of meeting the Government's highly specific technical requirements, and no authorized small business resellers or distributors exist for this requirement.

Place of performance is Washington, DC. The procurement includes one 50 kW multi-mode laser system (YLS-50000, 150 micrometer fiber core, 25-meter delivery fiber, HLC-16 connector, 3-year warranty); two D85/F200 HLC-16 high-power collimators; one 8 kW single-mode fiber laser (YLR-8000-SM, 3-meter cable, HLC-16 connector, 1-year warranty); and one D60/F200 HLC-16 high-power collimator, with delivery and installation within 16 weeks of purchase order receipt.

The 50 kW system must deliver up to 15 millimeter–milliradians beam quality with delivery fiber length exceeding 10 meters, power stability under 5% over hours, controllable Ethernet operation, and fast switching capability (10%/90% under 100 microseconds), and must be compatible with water cooling systems requiring less than 100 kilowatt chiller capacity and 100 gallons per minute water flow. The 8 kW system must achieve single-mode beam quality with M² value under 1.15, delivery fiber length exceeding 3 meters, and operation with chiller systems under 25 kilowatt cooling capacity and 10 gallons per minute water flow. Both systems require identical control and stability parameters. The anticipated cost is under $9.0 million, funded by FY25 RDT&E United States Space Force funds. The NAICS code is 335999, All Other Miscellaneous Electrical Equipment and Component Manufacturing; PSC is 6650, Optical Instruments, Test Equipment, Components and Accessories. Any vendor believing it can meet the requirement may submit written evidence of comparable capability within 10 days of publication.

Notice text

This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. There is only one responsible source and no other supplies or services will satisfy agency requirements.

The U.S. Department of Navy, Naval Research Laboratory (NRL) Contracting Division intends to enter into a sole source contract with IPG Photonics Corporation (IPG), in accordance with 41 U.S.C. 1901 as implemented by FAR 12.102, for the procurement and installation of high-power continuous wave (CW) lasers. This brand-name requirement is deemed available only from the manufacturer, IPG, as market research has determined that IPG is the only manufacturer capable of meeting the Government's highly specific and critical technical requirements.

This notice is being posted to meet the requirements of FAR Subpart 5.2 and DFARS 206.302-1(c)(2). A solicitation will not be posted; however, any vendor that believes it can meet this requirement may give written notification to the Contract Specialist and Contracting Officer within 10 days of the publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to provide comparable items that meet all specifications. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered. However, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.

  • Controllable over ethernet
  • Power stability < 5% over hours
  • Fast switching ON/OFF 10%/90% < 100 μs
  • Eye safe (< mW) guide/alignment laser in visible spectrum (400-800 nm)
  • Water compatible chiller system
  • < 100 kW required chiller cooling capacity
  • < 100 gpm required chiller water flow
  • < 150 kW power consumption
  • Temperature operation range up to 40C
