About this file

This is a Justification and Approval (J&A) document for a sole-source procurement by the Naval Research Laboratory (NRL) Optical Sciences Division for high-power continuous wave (CW) lasers from IPG Photonics Corporation.

The procurement requires one 50 kW multi-mode laser system and one 8 kW single-mode laser system, along with associated collimators and installation services, valued under $9.0 million. The 50 kW laser must deliver up to 15 mm*mrad beam quality with delivery fiber length exceeding 10 meters, power stability under 5% over hours, controllable ethernet operation, fast switching capability (10%/90% under 100 microseconds), and compatibility with water cooling systems requiring less than 100 kW chiller capacity and 100 gpm water flow. The 8 kW laser must achieve single-mode beam quality with M² value under 1.15, delivery fiber length exceeding 3 meters, identical control and stability parameters, and operation with chiller systems under 25 kW cooling capacity and 10 gpm water flow. Both systems require fiber coupling to collimators with focal lengths under 300 mm and delivery and installation within 16 weeks of purchase order receipt. The J&A justifies sole-source procurement under 41 U.S.C. 1901(e)(2) and FAR 12.102, citing market research confirming IPG as the only manufacturer capable of meeting the Government's highly specific technical requirements. The rationale notes that IPG does not use authorized resellers or distributors, requires direct OEM procurement, and that no authorized small business resellers or distributors exist for this requirement. The Contracting Officer has determined the anticipated cost to be fair and reasonable, and the procurement will be funded by FY25 RDT&E United States Space Force funds.

J&A No.: J&A12.102-26-GG03

< 100 kW required chiller cooling capacity < 100 gpm required chiller water flow < 150 kW power consumption Temperature operation range up to 40C Collimated beam diameter of < 10 cm

The 8 kW laser requirements are:

Single mode beam quality with M2 value of <1.15 Delivery fiber length of > 3 m Low power “alignment/guide” co-linearly propagating low power laser in the visible spectrum (400-

800 nm) Controllable over ethernet Power stability < 5% over hours Fast switching ON/OFF 10%/90% < 100 ms Eye safe (< mW) guide/alignment laser in visible spectrum (400-800 nm) Water compatible chiller system < 25 kW required chiller cooling capacity < 10 gpm required chiller water flow < 50 kW power consumption Temperature operation range up to 40 C Collimated beam diameter of < 2 cm

The fibers shall be coupled to a fiber collimator that has a short enough focal length (< 300 mm) that the Government can produce a collimated beam of the required size. The fiber must be coolable with a water chiller and stable over ~hour duration beam loads of 50 kW and 8 kW, respectively.

Delivery and installation shall be executed within 16 weeks from receipt of the Purchase Order (PO). The Government’s minimum needs have been verified by the certifying technical and requirement personnel. The estimated dollar value is which will be funded by FY25 RDT&E, USSF (Research, Development, Test, and Evaluation, United States Space Force) funds.

4. Statuary Authority Permitting Other than Full and Open Competition

The authority for permitting other than full and open competition is 41 U.S.C. 1901(e)(2), implemented by

FAR 12.102.

41 U.S.C. 1901 41 U.S.C. 1903

5. Rationale Justifying Use of Cited Authority

In accordance with FAR 6.302-1, NRL is justifying the procurement and installation of high-power CW lasers from IPG on a sole-source basis. Market research has determined that IPG is the only manufacturer capable of meeting the Government's highly specific and critical technical requirements. The requirement is for one 50kW multi-mode laser and one 8kW single-mode laser, both of which must meet stringent performance specifications for beam quality, power stability, and delivery optics that are essential for the

Section 's research activities.

7. Determination of Fair and Reasonable Cost

The Contracting Officer has determined the anticipated cost to the Government for the equipment covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition

For the reasons set forth in Paragraph 5, competition is not currently available for this requirement.

routinely monitors the commercial marketplace using the internet and publications to stay informed on current state-of-the-art laboratory equipment alternatives that could be used to further work at NRL. If another potential source emerges, NRL will assess whether competition for future requirements is feasible.

In accordance with FAR 12.202(b)(1)(iii), this justification, redacted as necessary, will be made publicly available with the solicitation.
