About this opportunity

The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) has published a Notice of Intent to Sole Source for procurement of specialized testing equipment components. The agency intends to award a sole source contract to Instron, a division of Illinois Tool Works, for various load frame grips and capacity upgrade components for their existing Instron A357385 load frame. The procurement includes 250kN wedge grips, multiple compatible grips and accessories, compression testing fixtures, extensometers, strain measurement equipment, and other specialized testing components. The notice was posted on August 11, 2025, and interested parties have until August 18, 2025, to respond. This procurement falls under NAICS code 334519 for Other Measuring and Controlling Device Manufacturing.

The sole source justification is based on Instron being the exclusive manufacturer and distributor of all products compatible with ERDC's existing load frame system, with no approved third-party resellers available. The government intends to award a Firm-Fixed Price contract under FAR 13.106-1(b)(1)(i), as only Instron-manufactured components meet the specific requirements and compatibility standards needed for the existing equipment. While this notice is for informational purposes only and no formal solicitation will be issued, responsible sources may submit capability statements, proposals, or other responses by the August 18, 2025 deadline. Instron qualifies as a large business concern under the applicable NAICS code with a size standard of 600 employees. The procurement supports ERDC's materials testing capabilities through equipment upgrades and specialized accessories that are proprietary to the Instron testing system platform.
