About this opportunity

The U.S. Forest Service (USFS) National Forest Systems Branch has issued a Notice of Intent to Sole Source for Instron 5980 fixtures and accessories. The agency intends to award a sole source contract to Instron, a division of Illinois Tool Works, for new equipment fixtures and accessories that must be compatible with the USFS's existing Instron 5980 universal testing machine. This special notice was posted on August 20, 2025, and falls under NAICS code 334519 for Other Measuring and Controlling Device Manufacturing. The USFS justifies the sole source approach by stating that Instron is the exclusive manufacturer and distributor of all Instron products, with no approved third-party resellers. The agency emphasizes that only Instron-manufactured items can meet the government's requirements while maintaining compatibility with existing equipment and preserving manufacturer warranties.

The primary objective behind this notice is to procure fixtures and accessories that ensure full compatibility with the USFS's current testing equipment without voiding manufacturer warranties or compromising system integrity. The deadline for interested parties to respond is September 4, 2025, though this notice is not a formal request for competitive quotes or proposals and no solicitation will be issued. The government plans to award a firm-fixed price contract under FAR 13.106-1(b)(1)(i), with Instron classified as a large business concern under the applicable NAICS category with a 600-employee size standard. While the agency intends sole source procurement, all responsible sources may submit capability statements, proposals, or quotations for consideration, provided they demonstrate sufficient detail about their ability to fulfill the requirement. Any submissions must prove the vendor's capability to provide products that are fully compatible with the existing Instron 5980 system while meeting all technical and warranty requirements.
