About this opportunity

The Department of Energy's National Energy Technology Laboratory (NETL) has issued a Special Notice seeking to award a sole source purchase order to Illumina, Inc. to acquire the MiSeq Silver Support Plan for the Illumina MiSeq device. NETL has determined that Illumina, Inc. is the sole manufacturer and provider of the required maintenance services, and thus a sole source procurement is justified. The anticipated period of performance for this requirement is from December 14, 2024 through December 13, 2026.

The purpose of this Special Notice is to provide advance notice of NETL's intent to award this sole source contract. Any interested parties that believe they can meet NETL's requirement must provide evidence of their capability to fulfill the requirement by 4:00 PM ET on November 22, 2024. Responses must be submitted in writing to the purchasing agent, Sarah Johnson, via email. NETL will consider the information received solely for the purpose of determining whether to conduct a competitive procurement, and the decision to not compete this requirement is solely within the government's discretion.

Notice text

In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to Illumina, Inc to purchase the MiSeq Silver Support Plan for the Illumina MiSeq because Illumina, Inc is the sole manufacturer and provider of the maintenance required. This is considered a sole source to Illumina, Inc because, to the best of the NETL’s knowledge, based on market research conducted Illumina, Inc is the only known source that can provide this type of service. No known potential alternate sources exist which could satisfy NETL's requirement.

This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 4:00 PM ET on November 22, 2024.
