About this opportunity
The Defense Health Agency (DHA) has issued a Special Notice of Intent to Sole Source a contract for maintenance services of Brainlab surgical navigation equipment at Naval Medical Center San Diego (NMCSD). The notice pertains to an ongoing requirement for maintaining two specific pieces of medical navigation equipment: a Stereotactic System Image-Guided Surgical Curve Navigation and a Curve Navigation Station. NMCSD performs approximately 80 surgical navigation procedures annually and requires specialized maintenance and on-site technical support. The medical center's current equipment interfaces with microscopes and neuro/ortho-spine sets, necessitating expert maintenance that cannot be performed by in-house biomedical technicians. This notice follows a previous sole-source contract (HT941024P0059) with the same vendor.
The government intends to award a sole-source contract to Lovell Government Services, Inc., a small business with specific expertise in supporting Brainlab equipment requirements. Contractors who believe they can provide comparable services are invited to submit capability statements to the point of contact before the January 25, 2025 deadline. The maintenance contract requires comprehensive service including preventive maintenance twice annually, corrective maintenance with a 2-hour response time, and 24/7 telephone consulting services. Key performance requirements include maintaining a 95% equipment uptime rate and completing 95% of preventive maintenance within 30 days of the scheduled date. The contract will cover all labor, parts, materials, and equipment maintenance in accordance with original equipment manufacturer specifications and relevant regulatory standards. Potential contractors must demonstrate the ability to provide on-site representation for each surgical case and perform periodic troubleshooting and annual maintenance.
Notice text
The Main Operating Room (MOR) at Naval Medical Center San Diego (NMCSD) performs approximately 80 Brainlab surgical navigation procedures a year. Their equipment interfaces with microscopes and all neuro and ortho-spine sets. Brainlab equipment needs an on-site rep to run the system for each case, needs troubleshooting periodically and requires one maintenance service every year which our in-house biomedical technicians cannot perform. The request is to continue the service maintenance and on-site specialist support for the Brainlab equipment. Previous contract HT941024P0059 was sole sourced to Brainlab as well. Lovell Government Services, INC , UEI MNH3STM1FTS6, is a Small Business that supports Brainlab requirements. The Government intend to issue a sole source award to Lovell Government Services for this requirement. Please send any capability statements to POC in this notice before the deadline in the notice if your company finds contention with notice.
