About this opportunity

Immigration and Customs Enforcement (ICE) is seeking contractor support for the Imaged Document and Exemplars Library (IDEAL) 2.0, a specialized online database supporting forensic, intelligence, and investigative services. The agency's Homeland Security Investigations Forensic Laboratory intends to procure these services, initially planning a sole source award to Applied Research Associates, Inc. The contract will focus on two primary objectives: Operations and Maintenance, and Adaptive Maintenance and Enhancements for the IDEAL 2.0 system. Potential vendors must respond to a comprehensive set of 40 detailed questions via a Microsoft Forms link by March 17, 2025, with white papers, emails, and phone calls explicitly not accepted. Evaluation criteria will assess technical capabilities, including experience with AWS, Postgres SQL, .NET framework, Windows Presentation Foundation, GitHub, high-resolution imagery, and mobile application development.

The current solicitation does not have a specific small business set-aside, but the government has indicated that based on market research responses, the requirement may be converted to a small business set-aside or full and open competition. The anticipated contract will be a single-award Blanket Purchase Agreement with an expected award in August 2025 and performance commencing in September 2025. Contract structure will include Firm-Fixed Price and some Time and Materials Contract Line Items (CLINs), with on-site work required in McLean, VA. The work falls under NAICS code 541519 (Other Computer Related Services) with a small business size standard of $34 million. While a specific award value is not explicitly stated, the comprehensive technical requirements and scope suggest a significant investment in enhancing the IDEAL 2.0 system's capabilities, including advanced AI/machine learning document processing, enhanced security features, and improved search functionality.
