About this file

This is a draft Performance Work Statement (PWS) Task Overview document dated February 2025 for the Imaged Document and Exemplars Library (IDEAL) 2.0 system, accompanied by a Sources Sought notice indicating ICE's intent to sole source to Applied Research Associates, Inc. The PWS outlines extensive requirements for enhancing IDEAL 2.0's capabilities across multiple interfaces and modules, including document cataloging, indexing, reference materials management, advanced search functionality, mobile applications, and administrative controls. Key technical requirements include AI/machine learning implementation for document processing, enhanced security features, improved search capabilities, and new authentication tools for field users.

The Sources Sought notice indicates ICE Homeland Security Investigations Forensic Laboratory (HSI-FL) plans to award a single Blanket Purchase Agreement in August 2025 with performance beginning September 2025. The contract will be structured as Firm-Fixed Price with some Time and Materials CLINs, focusing on Operations and Maintenance and Adaptive Maintenance/Enhancements. While currently planned as a sole source award to Applied Research Associates, responses to the market research could result in small business set-aside or full and open competition. Responses must be submitted via Microsoft Forms link, with no white papers, emails, or phone calls accepted.
