About this file
This is a Request for Information (RFI)/Sources Sought notice from DHS Immigration & Customs Enforcement (ICE) regarding their intent to sole source the Imaged Document and Exemplars Library (IDEAL) 2.0 project to Applied Research Associates, Inc. The document contains 40 detailed questions across four sections that potential vendors must answer via Microsoft Forms to demonstrate their capabilities.
The requirement is for Operations & Maintenance and Adaptive Maintenance/Enhancements of the IDEAL 2.0 online database, which supports forensic, intelligence, and investigative services. Key technical requirements include experience with AWS, Postgres SQL, .NET framework, Windows Presentation Foundation, GitHub, high-resolution imagery, and mobile application development. The anticipated award will be a single-award Blanket Purchase Agreement starting September 2025, with award expected in August 2025, using a combination of Firm-Fixed Price and Time & Materials pricing. The work falls under NAICS 541519 with a $34M small business size standard. Based on responses, the requirement may be competed as a small business set-aside or full and open competition rather than proceeding with the planned sole source award. On-site work will be required in McLean, VA.
