About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis has issued a Notice of Intent to Sole Source for the repair and upgrade of the Target System at Hibbs Range, Fort Benning, Georgia. The contracting is being conducted on behalf of the United States Army Marksmanship Unit and involves a Firm Fixed Price contract specifically for upgrading target lane systems used in competitive shooting disciplines. The procurement centers on replacing existing infrastructure with approximately 90-foot galvanized parallel tube frames for four running targets, along with new trolleys equipped with urethane sealed ball bearing wheels and updated DC motors with servo-based controls. The government intends to award this contract exclusively to Devore Designs due to their proprietary software required for the target system's operation. This special notice falls under NAICS code 541330 (Engineering Services) with a size standard of $25.5 million.

The primary objective of this sole source procurement is to ensure the target system is fully operational in time for the 2025 Interservice Competition at Fort Benning. Contractors interested in this opportunity must submit responses by June 26, 2025, at 12:00 PM EST, though this notice explicitly states it is not a Request for Proposals. The government has identified Devore Designs as the only vendor capable of meeting the specific timeline and technical requirements, particularly regarding their proprietary software essential for the shooting discipline applications. The contract includes a 120-day performance period and is projected for award on July 1, 2025. Given the sole source nature of this procurement, participation is effectively limited to Devore Designs, who possesses the unique technical capabilities and proprietary systems necessary to meet the Army Marksmanship Unit's specialized requirements for maintaining Bianchi Cup competition standards.
