About this opportunity
The Department of Homeland Security's Immigration and Customs Enforcement (ICE) Office of Acquisition Management has issued a Notice of Intent to award a sole source contract for Global Maritime Intelligence, Satellite Data, and Support Services. The notice, posted on September 5, 2025, pertains to a contract valued at $3,561,250 for agency user licenses to support multiple DHS units including Homeland Security Investigations, the National Targeting Center-Investigations Unit, the National Initiative for Illicit Trade Enforcement, and DHS Joint Task Force-Maritime. ICE intends to award this contract exclusively to Thomson Reuters Special Services (TRSS) based in McLean, Virginia, as the only authorized provider of the required Kpler Platform services. The procurement will be conducted under Simplified Procedures for Commercial Items authority and falls under NAICS code 541519 for Other Computer Related Services. The contract structure includes a 12-month base period with one 12-month option period.
The purpose of this special notice is to inform potential contractors of ICE's intent to proceed with a sole source award rather than conducting a competitive procurement. The notice establishes a response deadline of September 19, 2025, though it explicitly states that this is an informational notice only and not a request for proposals. The sole source justification stems from an exclusivity agreement between Kpler and Thomson Reuters Special Services, making TRSS the only authorized reseller or distributor of the required maritime intelligence platform services. No solicitation document is available, and the government will not accept telephone, fax, or email requests for additional information. The government reserves discretion to determine whether to compete this contract and will post the approved sole source justification on SAM.gov within 14 calendar days of award. Contractors should note that no contract will be awarded based on offers received in response to this informational notice.
