The contract will support Underwater Construction Team Two, located at Naval Station Port Hueneme, California, with training scheduled for December 1-12, 2025. The Department of the Navy classified this requirement under NAICS code 611519 (Other Technical and Trade Schools) and PSC R425 (Support - Professional: Engineering/Technical). Capability statements are limited to six pages (8.5 x 11 inches) using 10-point font minimum and must include convincing evidence of capability to provide underwater cutting and welding training with appropriate licenses and certifications. Prospective contractors must possess qualifications including ADCI Welder Performance Qualification, AWS certification, and various safety credentials, and they must provide mobile diving systems and specialized underwater equipment for the training program. The anticipated contract award date is on or before November 19, 2025, and participating contractors will require Defense Biometric Identification System (DBIDS) base access to conduct training at Naval Station Port Hueneme. The government retains sole discretion in determining whether to compete this requirement based on submissions received.
