About this opportunity

This Special Notice announces the Department of the Army Alaska Army National Guard's intent to award a sole-source, Firm-Fixed-Price contract to Matanuska Telecom Association Inc. for comprehensive telecommunications and wireless services. Published on January 23, 2026, this notice is filed in accordance with Federal Acquisition Regulation 5.203 and explicitly states that the government will not consider competitive proposals. The contracting officer has determined that only Matanuska Telecom Association possesses the existing infrastructure and capability to provide the required services in the rural location of Fort Richardson, Alaska. No other vendor has been identified that can meet the government's minimum requirements without incurring substantial delays and unacceptable costs to establish new service infrastructure. This procurement is classified as a Total Small Business set-aside under NAICS 517111 (Wired Telecommunications Carriers).

The objective of this procurement is to replace telecommunications services previously provided through a Cooperative Agreement Appendix 1005 arrangement with the State of Alaska, which will no longer support these services effective October 31, 2025. The required services encompass a full suite of voice, wireless, internet, television, video, and business support services supporting the Alaska Army National Guard Network Enterprise Center. The notice deadline is January 28, 2026, though interested parties should understand this is a notice of intent to sole-source and not a competitive solicitation. Contractors must be registered in the SAM database and demonstrate capability to provide the specified telecommunications services; however, since this is a sole-source award to an identified contractor, other firms are not eligible to submit proposals. The contract structure includes an eight-month base period with four optional twelve-month periods, with billing through WAWF and monthly itemized statements.
