About this file
This is a Simplified Acquisition Procedures (SAP) Determination Memorandum for a sole source acquisition. The document justifies limiting competition to a single contractor for a procurement valued at $71,464.29 under purchase request number 12377397. The proposed contractor is Matanuska Telecom Association Inc. (CAGE Code 0B598), and this is a brand name buy classified as Operations & Maintenance (O&M) funding.
The acquisition covers analog lines for personnel and emergency systems, including voice and data services supporting the Alaska National Guard and Reserve Component (ANGRC) with emergency backup during power outages. Services include emergency dispatch phones, call boxes, internet connectivity to the National Guard Bureau (NGB), and support for mobile solutions, accessories, and equipment maintenance. The contracting officer determined that only one source is reasonably available because services are local in nature and provided exclusively by the available provider in the area, with rural areas isolated and having only one source. The justification notes that major providers own vast networks while smaller telecommunications and ISP companies lack fiber infrastructure in the region, and all accounts were previously vetted through Appendix 1005 of a Cooperative Agreement in place since 2008. The contracting officer, Alexis D. Potter, certified on January 22, 2026, that the sole source determination is in the government's best interest, with competition barriers limited by the geographic and service-specific nature of the requirement.

Major providers own vast networks, but other small telecommunications and ISP companies also build and own fiber or rent fiber in their area to provide customers limiting the areas providers service.
