About this file

This document is a Statement of Objectives (SOO) for telecommunications services procurement by the Alaska Army National Guard Network Enterprise Center (AKARNG-NEC) located at Fort Richardson.

The AKARNG-NEC requires a payment solution and direct contracting with a telecommunications service provider to maintain current services including mobile, analog phone, 1-800, long-distance, call forwarding, local internet, and long-haul circuits. The objective is to replace services previously processed through the Cooperative Agreement Appendix 1005, which the State of Alaska will no longer support effective October 31, 2025. The incumbent service provider is Matanuska Telecom Association Inc (SAM registration expiration: February 19, 2026). The procurement involves four current accounts (account numbers: 109079-1342760053, 447348-1342760111, 570441-1342760186, 58806-1342760038). Services will be billed through WAWF with monthly itemized statements attached. The AKARNG will retain full oversight, approval authority, and account visibility, with flexibility to add, modify, or cancel services as requirements evolve.

Required services encompass voice communication (landline, mobile/cellular, VoIP, and multi-line/extension support), system types (Key Service Units for up to 40-50 users and Private Branch Exchange systems), wireless services (unlimited voice/text/data or unlimited data only with MiFi/hotspot), internet services (broadband, mobile internet, satellite, and fiber), television and video services (IPTV, cable TV, and streaming platforms), and business services (PBX systems, cloud solutions, networking, equipment, customer support, and billing/account management). Offerors must propose a Period of Performance with a base and option award structure. Implementation timeline is short-suspense, contingent on the ability to extend current contracts until direct contracting can be finalized.

1.0 Objective. The Alaska Army National Guard Network Enterprise Center (AKARNG- NEC) requires maintaining current solution a payment solution for services providers for mobile, analog phone, 1-800, long-distance and call forwarding phone services, local internet and long-haul circuits services.

This solution allows the NEC to have real time oversite and control of all telecommunication and connectivity services supporting AKARNG personnel on Ft Richardson. The fluidity to change, terminate, acquire, and modify any services quickly and request and schedule service maintenance is imperative to control funding, service waste and end user abuse of services

1.1 Background. All Telecommunication services have been previously processed through the Cooperative Agreement Appendix 1005. Effective October 31, 2025, the State of Alaska issued a Cancelation Memo stipulating they will no longer support Appendix 1005 with bill paying services. A bill payment solution was procured and was determined, the cost for the services was excessive and was not a long-term cost-effective option.
