About this opportunity
Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard (NNSY) intends to award a sole-source, firm fixed price contract to East Coast Metrology for tolerance-based calibration and repair of five government-owned total stations, with a response deadline of July 27, 2026. This procurement is not a request for competitive proposals; the Government will not compensate respondents and pursues sole source authority under FAR 6.302-1 (only one responsible source).
Work is performed at NNSY, Norfolk, Virginia, with equipment shipped to and serviced by East Coast Metrology in Topsfield, Massachusetts, and returned to MARCC at Naval Station Norfolk. The five instruments include two MS60 models (serials 890022, 890023, 899260), one SRX1X (serial 102001), and one NET1 (serial 102687), all requiring ISO/IEC 17025 calibration with as-found and as-left measurement data. Services include labor, materials, OEM parts, calibration standards, and traceability documentation certified to NIST or equivalent standards, achieving a Test Accuracy Ratio or Test Uncertainty Ratio of 4:1 or greater per ANSI/NCSL Z540.1.
The base year of performance spans 364 days from award date. Repairs discovered during calibration require separate authorization and funding via contract modification, with the contractor providing itemized cost breakdowns before authorization. All contractor personnel must obtain DBIDS cards for unescorted access to NNSY and comply with Federal OSHA and NNSY safety protocols, including Hazardous Energy Control procedures where applicable. Portable electronic devices are restricted in certain areas, particularly submarine-related spaces.
NAICS 811210 (size standard $34 million); PSC J066.
