About this opportunity
The Centers for Disease Control and Prevention issued a notice of intent to award a sole source firm fixed price purchase order/contract to Quest Diagnostics by August 6, 2026, for serum clinical specimens and related services supporting a flea-borne typhus serological survey. Quest Diagnostics will select, de-identify, and ship serum specimens obtained from routine clinical testing. CDC states that Quest Diagnostics possesses unique access to patient geographic data at the zip code level within Georgia, combined with sex and age information, that no other identified vendor can provide. The agency determined that obtaining specimens with precise residential location information is critical to the study's geographic specificity requirements and that Quest Diagnostics was the only source capable of meeting this requirement. The sole source justification relies on FAR 6.103-1 (SAP) and 41 U.S.C. 1901 as implemented in FAR subpart 12.102. Interested parties may submit quotations or identify their capability to respond within 15 days of this notice's issuance. Responses will be evaluated to determine whether the government should conduct a competitive procurement; submission of a response does not guarantee competitive consideration, and the decision to proceed solely with Quest Diagnostics remains solely at the government's discretion.
