About this opportunity
The Consumer Product Safety Commission (CPSC) has published a Special Notice announcing its intention to award a sole source contract to Arcadis U.S., Inc. for the operation and maintenance of the Constant Volume Sampling System (CVS), CVS Background Analyzer System, CO Alarm Chamber Analyzer System, and Gas Management System in the CPSC Combustion Lab. Arcadis was the original vendor that installed and has maintained these systems for several years.
The purpose of this sole source procurement is to ensure that the coding and design changes needed to support modifications and maintenance of the systems can only be performed by Arcadis due to their specific expertise. The contract will be awarded as a simplified acquisition under FAR Subparts 12 and 13. While this is not a request for competitive quotes, any firm that believes it can provide the required services must submit written notice to the Contract Specialist by 3 PM EST on April 30, 2024, with supporting evidence. However, the decision to compete the procurement is solely at the discretion of the government, and if no responses are received, CPSC will proceed with negotiating a sole source award to Arcadis.

The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Subpart 12 & FAR Subpart 13 procedures. This notice is NOT a request for competitive quotes; however, any firm that believes it can supply the service may give written notice to the Contract Specialist via email at ggrayson@cpsc.gov, no later than 3 PM EST April 30, 2024. SUPPORTING EVIDENCE MUST BE FURNISHED IN SUFFICIENT DETAIL. NO TELEPHONE REQUESTS. Responses will be evaluated: however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, CPSC will proceed with negotiating a sole source award to Arcadis.
