About this opportunity

The National Guard Bureau has issued a Special Notice announcing its intent to award a sole-source, firm-fixed-price purchase order to the Omni Hotel in Houston, TX for audio/visual equipment during the Directors' 54 Strength Maintenance Awards Conference (DSMAC). The conference is scheduled to take place from March 11-13, 2025, with the procurement falling under the Department of the Army National Guard Readiness Center's jurisdiction. The solicitation will be processed under the authority of FAR 13.106-1 for purchases not exceeding the Simplified Acquisition Threshold. The Omni Hotel was selected through a Cost Benefit Analysis considering location, cost, and venue comparison, and has been authorized under specific National Guard Bureau conference planning instructions. The notice emphasizes that while this is a sole-source intent, the government will still consider any capability statements or proposals from other vendors.

The primary objective of this Special Notice is to secure A/V equipment and support services for the upcoming DSMAC conference, with specific requirements including audio/visual setup across multiple conference rooms such as the Post Oak Ballroom and associated meeting spaces. Contractors interested in submitting a capability statement have until January 6, 2025, to respond, though the government retains sole discretion in determining whether to pursue competitive procurement. The solicitation covers comprehensive A/V needs including powered speakers, wireless microphones, projection screens, DLP laser projectors, and networking equipment, with dedicated technical support for setup and troubleshooting. Eligibility is open to all potentially responsible sources, though the government has pre-selected the Omni Hotel based on conference policy and logistical constraints. The procurement will be executed as a firm-fixed-price purchase order, with the total value falling within the Simplified Acquisition Threshold and following established federal acquisition regulations.
