About this opportunity
The Defense Human Resources Activity (DHRA), Acquisition Management Directorate (AMD) has issued a Special Notice of Intent to Sole Source a contract to the American Council on Education (ACE) for educational evaluation services. This notice, posted on March 4, 2026, reflects the government's intention to award a Firm-Fixed-Price contract exclusively to ACE under FAR Deviation 12 and 41 U.S.C. 1901. The procurement supports the Defense Equal Opportunity Management Institute (DEOMI) located at Patrick Space Force Base, Florida, and is classified under Educational Support Services (NAICS 611710). The contract is valued at $23,623.00 with an anticipated four-month period of performance. This sole source justification is based on the determination that only one responsible source exists capable of satisfying the government's requirements.
The primary objective of this contract is to conduct a triennial review and evaluation of DEOMI's curriculum for college credit recommendations through the American Council on Education's College Credit Recommendation Service (CREDIT) program. ACE will provide evaluation methodology, qualified personnel, management oversight, materials, and information technology infrastructure to assess eight courses and exams for credit recommendations in compliance with Department of Defense Instruction 1322.25. Interested sources must submit a capability statement not exceeding 25 pages with 12-point minimum font by the March 16, 2026 deadline, demonstrating convincing evidence of capability to deliver the required evaluation services. While this is not a competitive solicitation, all capability statements received by the due date will be considered by the government. The work will be performed virtually at the contractor's designated facility, and eligibility is limited to organizations capable of meeting ACE's stringent accreditation and credit evaluation standards.
