About this file
This is a Justification and Approval (J&A) document for a sole source contract award to the American Council on Education (ACE). The Defense Equal Opportunity Management Institute (DEOMI), located at Patrick Space Force Base, Florida, is seeking to award ACE a contract valued at $23,623.00 for a triennial review of curriculum for college credit recommendations. The contracting activity is the Defense Human Resources Activity (DHRA), Acquisition Management Directorate (AMD), located in Alexandria, Virginia. The contract authority is based on RFO Part 12.102(a) under 41 U.S.C. §1901, with the justification citing that only one responsible source exists and no other supplies or services will satisfy agency requirements.
ACE will provide virtual evaluation methodology, personnel, management, materials, and information technology infrastructure to evaluate eight courses/exams for college credit recommendations aligned with the College Credit Recommendation Service (CREDIT®). The courses include the Equal Opportunity Advisor (EOA) Course, EOA Reserve Component Course, Equal Employment Opportunity (EEO) Professional Series courses at entry, intermediate, and advanced levels, EEO Disability Program Management Course, EEO Mediation Course, and Faculty Training and Development Course. The justification emphasizes that Department of Defense Instruction 1322.25 mandates compliance with ACE's Guide to the Evaluation of Educational Experiences in the Armed Services, and that DEOMI's training has been evaluated by ACE CREDIT Service for over 40 years. The document will be posted as a Special Notice of Intent in the Governmentwide point of entry (GPE). Technical certification was provided by Adrian B. Cheung, Department Head of Curriculum Design & Development at DEOMI's Instructional Systems Development Directorate, and contracting officer approval was provided by Robert C. Freeman, Comptroller of DHRA, AMD.
