About this opportunity
The Drug Enforcement Administration, Office of Acquisition intends to award a sole-source firm-fixed contract to The BRIEF Lab for proprietary training and consulting services, with interested parties required to submit written responses by 10:00 AM EDT on July 21, 2026. This notice of intent is not a request for competitive quotations; the Government reserves the right to forgo competition based on responses received.
The DEA is procuring two instructor-led training events and consulting services to develop 360-degree communication skills among DEA Headquarters personnel, including senior law enforcement agents, for an estimated contract value of $28,750. Performance runs August 15 through September 30, 2026. The BRIEF Lab holds exclusive ownership and sole authorization to deliver the BRIEF methodology and its proprietary tools, including BRIEF Maps, DRAFT Cards, BRIEF Meeting Prep Cards, TOWER and SPEAR systems. The Contracting Officer determined that only one source is reasonably available, as any alternative vendor would result in loss of methodological consistency, absence of proprietary frameworks and tools, reduced training effectiveness, and significant cost and time increases. Market research covered publicly available training vendors via SAM.gov, USA.gov, and open-source internet searches.
Interested parties should contact Laura Over at laura.e.over@dea.gov, referencing reference number D-26-AS-0002, and describe their ability to provide the service. The Government will ensure any price offered is fair and reasonable but is under no obligation to acknowledge receipt of submissions or provide feedback.
