About this opportunity
The United States Marine Corps issued a Notice of Intent to Sole Source copyright licensing services to the Library of the Marine Corps, with a response deadline of August 11, 2026. The procurement is restricted to Copyright Clearance Center, Inc. without full and open competition under the "Only One Responsible Source" justification.
The Library of the Marine Corps requires an annual copyright license agreement to provide collective licensing services for copyrighted materials to 2,432 academic users at Marine Corps University. The license will grant MCU students, faculty, and staff non-exclusive rights to use copyrighted materials for curriculum development and delivery, including reading assignments, course packs, resident and remote classroom instruction, and integration within AI systems. The Marine Corps determined that Copyright Clearance Center, Inc., based in Danvers, Massachusetts, is the only reasonably available source because most copyright holders exclusively authorize CCC to manage approval and payment processes and refuse direct institutional dealings. The agency asserts that no other company provides comparable centralized collective licensing services and that without this contract, MCU cannot secure essential materials for faculty curriculum development, creating significant adverse impact on the University's mission and academic accreditation. The contract period runs from August 20, 2026 through August 19, 2027, with performance at the Library of the Marine Corps in Quantico, Virginia. This is a FAR Part 12 commercial acquisition. The estimated contract value is redacted.
