About this opportunity
The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Marketing and Regulatory Programs Business Services has issued a Notice of Intent to Sole Source for a Configurable Eppendorf BioFlo 320 System. The agency intends to award a Firm-Fixed-Price contract on a sole source basis to Eppendorf North America, Inc. for the specialized bioreactor control system, along with on-site training and preventative maintenance services. The procurement falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees. The total estimated contract value is $145,502.37, and the award will be made under FAR 13.106-1(b) statutory authority permitting other than full and open competition. This notice was posted on June 11, 2025, with responses due by June 17, 2025.
The procurement is specifically intended to support the National Bio and Agro-Defense Facility's Foreign Animal Disease Diagnostic Laboratory expanded diagnostic mission, particularly for producing recombinant antigens for zoonotic disease research. The Eppendorf BioFlo 320 system was selected after market research determined it was the only solution meeting all requirements, including cell culture flexibility across multiple species, seamless scalability from 1L to 50L production volumes, and compatibility with existing biosecurity protocols. While this is not a request for competitive quotations, all responsible sources may submit responses to Kathleen.melby@usda.gov by the June 17 deadline for the agency's consideration in determining whether to conduct a competitive procurement instead. Telephonic inquiries will not be honored, and respondents must provide detailed, current, accurate, and complete information. The government retains sole discretion in determining whether to proceed with the sole source award or conduct competitive procurement.
