About this opportunity
The Defense Counterintelligence and Security Agency (DCSA) has issued a Special Notice announcing its intent to award a sole source purchase order to the American Council on Education. The notice pertains to obtaining college and university equivalent transfer credit recommendations for individuals who complete various security education and training courses through the agency's Security Training directorate. The procurement will be conducted under Federal Acquisition Regulation (FAR) subpart 13.5, which covers simplified procedures for commercial items. The agency has determined to proceed with a non-competitive procurement pursuant to 41 USC 1901. This Special Notice serves as a formal communication of the agency's procurement intention and provides an opportunity for potential alternative vendors to challenge the sole source approach.
Interested vendors have until 9:00 a.m. Eastern Time on December 23, 2024, to submit written responses demonstrating why competition would be advantageous to the government. To be considered, vendors must provide clear and convincing evidence that challenges the proposed sole source award to the American Council on Education. The agency emphasizes that this is not a competitive proposal solicitation and that no formal solicitation will be issued. If no affirmative written responses are received by the specified deadline, the agency will proceed with awarding the purchase order to the American Council on Education without further notice. The determination to proceed with a non-competitive procurement remains solely at the discretion of the government. Vendors interested in challenging the sole source approach should carefully prepare their submissions to the designated point of contact, understanding that the information will primarily be evaluated to determine whether a competitive procurement might be more appropriate.
