About this opportunity
The Centers for Disease Control and Prevention (CDC) National Institute for Occupational Safety and Health (NIOSH) intends to sole-source a service agreement with Bruker AXS LLC for OEM maintenance and support of analytical equipment at the Spokane Mining Research Laboratory, with a capability-statement deadline of August 22, 2026.
The procurement covers preventive maintenance and repair services for two pieces of equipment: the Bruker D2 PHASER (XRD) and the Bruker S2 PUMA (XRF). Work is performed at the Spokane Mining Research Laboratory in support of the Mining Program's applied research on occupational hazards and miner health and safety.
Sole-source justification rests on Bruker AXS LLC's exclusive access to proprietary diagnostic software, firmware updates, OEM-certified replacement parts, and its status as the sole manufacturer and authorized service provider for these instruments. The Bruker Labscape Maintenance Service Agreement includes software updates, unlimited planned maintenance labor and travel, planned maintenance parts, repair parts, anodes (X-ray sources), and a ten percent discount on services.
Procurement is conducted under FAR 6.103-1(b) authority and classified under NAICS 811210 (Electronic and Precision Equipment Repair and Maintenance) and PSC J066 (Maint/Repair/Rebuild of Equipment—Instruments and Laboratory Equipment).
The government reserves the right to review submitted capability statements and determine whether to conduct a competitive procurement, though this notice is not a competitive quotation request. Interested vendors should submit written capability statements to Contracting Specialist Felipe Cardenas at tpp5@cdc.gov by August 22, 2026.
Notice text
The purpose of this acquisition is to obtain original equipment manufacturer (OEM) service and maintenance support for the D2 PHASER and the Bruker S2 PUMA analytical systems located at the Spokane Mining Research Laboratory. The Spokane Mining Research Laboratory supports the Mining Program by conducting applied research to reduce occupational hazards and improve miner health and safety through defensible laboratory measurements and technical findings. As part of this work, the laboratory relies on the D2 PHASER (XRD) and S2 PUMA (XRF) to generate mineralogical and elemental composition data that directly support ongoing and future Mining Program research activities, technical reports, and data products.
