About this opportunity
The General Services Administration (GSA) Federal Acquisition Service published a Notice of Intent to Sole Source on November 14, 2025, for the Office of Personnel Management (OPM) regarding DataConnect software licenses. This special notice announces GSA's intention to award a firm fixed-price contract exclusively to Actian Corporation for DataConnect Integrator software and associated support services. The sole source justification is grounded in FAR 13.501(a)(2)(i), citing that only one source is reasonably available to meet the government's needs. Actian Corporation maintains exclusive proprietary rights to the DataConnect software, and no authorized resellers or comparable alternatives exist that could fulfill OPM's requirements without substantial redevelopment efforts. The contract performance period is scheduled to run from December 31, 2025, through December 30, 2026.
The procurement supports OPM's Data Hub operations, which processes critical Federal Employee Health Benefits (FEHB) enrollment information and relies on DataConnect for HIPAA-compliant mapping, translation services, and generation of 834 HIPAA-formatted carrier transactions. The contract encompasses three software license types: one for production use in hosted application services, one for non-production environments (development, testing, and standby), and one for internal end-user production use, all including Silver Support Services. Interested sources may submit capability statements to the contracting officer within five business days of the posting date, with a deadline of November 17, 2025. Market research conducted by OPM determined that alternative products such as Informatica PowerCenter and IBM InfoSphere DataStage cannot effectively replace the current DataConnect solution without incurring significant redevelopment costs and operational disruptions. Actian Corporation has demonstrated its ability to meet all federal regulations and OCIO security requirements necessary for this procurement.
Notice text
The Actian DataConnect software is a crucial component of the electronic 2809/2810 transaction creation process and is integrated into the FEHB Data-Hub Console applications. The statutory authority for this sole source procurement is FAR 13.501(a)(2)(i), only one source reasonably available. Consideration is limited to a single source due to the exclusivity of the software license that is only available and provided by Actian Corporation. They own the proprietary rights to their products and there are no other known authorized resellers. Actian Corporation can meet the federal regulations and all the OCIO’s security requirements.
