About this file

This is a Special Notice of Intent to Sole Source a brand name procurement for the Office of Personnel Management (OPM). The General Services Administration intends to award a firm fixed-price contract to Actian Corporation for DataConnect Integrator software licenses and support, with a performance period from December 31, 2025, through December 30, 2026. The procurement is specifically for three software license types: one for production use in support of hosted application services, one for non-production use (dev, test, standby), and one for internal end-user production use, all including Silver Support Services.

The sole source justification centers on the software's critical role in OPM's Data Hub operations, which processes Federal Employee Health Benefits (FEHB) enrollment information. The document emphasizes that the Actian DataConnect software provides essential HIPAA mappings and translation services, generates 834 HIPAA-formatted carrier transactions, and is deeply integrated into existing OPM applications. Market research concluded that alternative products like Informatica PowerCenter and IBM InfoSphere DataStage cannot effectively replace the current solution without significant redevelopment costs. Interested sources may submit a capability statement within five days of posting to the designated contracting officer.

The General Services Administration, Federal Acquisition Service, Office of Centralized Acquisition Services (OCAS), Phoenix, AZ intends to award a contract to support the Office of Personnel Management (OPM)/ Office of Procurement Operations (OPO).

Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids, or proposals. This is to inform the public of the Government’s intent to sole source. Interested offerors are requested to submit their capability package NLT 17 NOV 2025, 2:00 PM Mountain Standard Time (AZ) to the POCs listed at the end of this notice. The Government will provide an email confirmation of receipt of information. Offerors are advised that foreign participation is not permitted. Any submittal received after the due date of this notice will be used as market research for future procurement of Actian DataConnect Software.

The proposed contract will be a firm fixed price contract awarded to:

Actian Corporation (Cage Code 4AZL1 ) 710 Hesters Crossing Rd Ste 250 Austin, Texas 78681 -7500

The associated NAICS Code is 541519 (Information Technology Value Added Reseller) with a business size standard of 150 employees.

The statutory authority for this sole source procurement is FAR 13.501(a)(2)(i), only one source reasonably available. Consideration is limited to a single source due to the exclusivity of the software license that is only available and provided by Actian Corporation. They own the proprietary rights to their products and there are no other known authorized resellers. Actian Corporation can meet the federal regulations and all the OCIO’s security requirements. At this time there is not a comparable product/software that has the immediate capability required by OCIO.

The Actian DataConnect Integrator plays a critical role in the operations of the Data Hub by offering essential HIPAA mappings and translation services necessary for the effective processing and transmission of FEHB data. The Actian DataConnect software is a crucial component of the electronic 2809/2810 transaction creation process and is integrated into the FEHB Data-Hub Console applications. This software generates 834 HIPAA-formatted FEHB/PSHB Carrier transactions, facilitating health insurance changes for annuitants and employees.

All interested sources may submit a capability statement that identifies business size and clearly demonstrates the ability to provide the required support according to regulatory standards required by OCIO that Actian DataConnect Software delivers.

4. Brand Name or Exception and Circumstance Justifying an Exception to Fair Opportunity:

FAR Citation Circumstance ☐ FAR 16.505(a)(4) A brand-name, product, or feature is essential to the Government’s requirements ☐ FAR 16.505(b)(2)(i)(A) The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays.

☒ FAR 16.505(b)(2)(i)(B) Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.

☐ FAR 16.505(b)(2)(i)(C) The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees are given a fair opportunity to be considered for the original order.

☐ FAR 16.505(b)(2)(i)(D) It is necessary to place an order to satisfy a minimum guarantee.

☐ FAR 16.505(b)(2)(i)(E) For orders exceeding the simplified acquisition threshold, a statute expressly authorizes or requires that the purchase be made from a specified source.

5. Rationale Supporting the Brand Name or Circumstance to Not Provide Fair Opportunity:

The Actian brand name is crucial to the continued operations of the Data Hub as it offers essential HIPAA mappings and translation services necessary for the effective processing and transmission of FEHB data. Among the IT systems supported by HRSITPMO is the Data Hub, which serves as a central clearinghouse for FEHB enrollment information exchanged between Federal agencies and insurance carriers. Additionally, extensive customized coding was performed by the original contractor to develop transaction maps, which are now seamlessly integrated into OPM applications. Refactoring these maps for use with another product would require significant time, effort, and resources, making it neither cost-effective nor advisable. Finally, market research indicates that alternative products Informatica PowerCenter, and IBM InfoSphere DataStage either lack essential features, do not meet the agency’s needs, or cannot be adapted effectively. Given that Actian DataConnect is already embedded in the FEHB Data-Hub Console processes, it is essential for maintaining system functionality without incurring substantial redevelopment and reintegration costs.

Switching to a different brand would necessitate extensive rework to remove customized coding and find suitable alternatives, resulting in a loss of operational efficiency and compatibility, ultimately leading to significant costs for OPM.

6. Fair and Reasonable Determination: The sole source acquisition is conducted under the authority of FAR 6.103-1, which permits procurement from only one responsible source when no other supplies or services can meet the agency's requirements. Actian Corporation (“Actian”) is the exclusive manufacturer of the DataConnect software products, which are not available through any third-party resellers. Therefore, Actian is the only provider able to deliver the necessary supplies and services at the required quality level. Additionally, Actian is the sole source for any bug fixes, patches, and updates included in backend technical support and maintenance for these products.

7. Market Research: Market Research included a review of GSA’s Advantage, GSA’s eBuy, and the varied GWACs, none of these vehicles offered the required software. Additionally, the Acquisition Gateway was searched, again with no results. Furthermore, an internet search showed that there are other companies that offer DataConnect software, but they have different functionalities, i.e. Cisco and Actian DataConnect offer fundamentally different types of integration solutions, serving distinct use cases: Actian DataConnect is a hybrid data and application integration platform (iPaaS), while Cisco primarily focuses on network and data center infrastructure solutions that include specialized integration points for managing that infrastructure. Therefore, it is in the best interest of the Government to renew the current software.

8. Any Other Supporting Facts: None

9. Actions Taken to Remove or Overcome Barriers to Restricted Consideration: OPM will continue to monitor and evaluate the IT industry for solutions that may better meet the Federal Government and agency security needs. In the event such a purchase is determined to be in its best interest, OPM will re-evaluate the required capabilities at that time to ensure they are not overly restrictive. Additional Market Research will also be conducted to see if other solutions that meet the required certifications are available on the market.

10. Contracting Officer Certification:

I hereby certify that the information provided herein to support this justification is accurate and complete to the best of my knowledge and belief.
