About this opportunity
The Department of Education's Office of Legislation and Congressional Affairs has issued a notice of intent to award a sole source contract to Bloomberg Industry Group, Inc. for comprehensive online subscription services. The agency seeks access to an integrated legislative, regulatory, and policy intelligence platform to support government affairs, compliance, and strategic decision-making activities. The intended award is a firm fixed price purchase order that will provide 24/7 access to Bloomberg Government's portal, including key sections such as Regulations, Agencies, State Regulations, and Lobbying Intelligence. The sole source justification is based on the determination that Bloomberg is the only reasonably available source capable of meeting the agency's specific requirements. The contract falls under NAICS code 519290 with a size standard of 1000 employees, and no competitive solicitation will be issued.
The primary purpose of this procurement is to provide OLCA with real-time legislative and regulatory tracking capabilities, policy news analysis, stakeholder intelligence, and budget and procurement insights through a single integrated platform. Interested parties may submit capabilities statements by September 22, 2025, at 11:00 AM EST, though this notice explicitly states it is not a request for competitive quotes and phone calls will not be accepted. The contract structure includes a 12-month base period with up to four additional 12-month renewal options. The government retains sole discretion to determine whether to compete this proposed contract based on any responses received to the notice. The sole source justification indicates that after researching alternatives including POLITICO Pro, Quorum, and FiscalNote, Bloomberg Government was determined to be the only commercial provider capable of delivering the required integrated legislative, budget, and procurement analytics in a single platform.
