About this file
This document is a Sole Source Justification for the U.S. Department of Education's Office of Legislation & Congressional Affairs (OLCA), seeking to obtain an online Bloomberg subscription. The agency requires a comprehensive legislative, regulatory, and procurement intelligence platform that provides real-time data, analysis, and contextual reporting across federal and state levels. After researching alternatives like POLITICO Pro, Quorum, and FiscalNote, OLCA determined Bloomberg Government is the only commercial provider capable of delivering integrated legislative, budget, and procurement analytics in a single platform.
The justification highlights Bloomberg's unique capabilities, including federal budget and appropriations intelligence that can track congressional funding decisions at the treasury account symbol level, procurement market intelligence with visibility into the Department of Education's contracting pipeline, and the ability to combine legislative tracking, budget execution, and contract data. The procurement will be a firm-fixed price purchase order for a base period and four one-year option periods, justified under 41 U.S.C. § 3304(a)(1) as the "only one responsible source" that can fully satisfy the agency's requirements.
