About this opportunity

The National Institutes of Health Clinical Center has issued a Notice of Intent to Sole Source a fixed price purchase order to Bethesda-Chevy Chase Orthopedic Associates, LLC for professional orthopedic surgical consultation services. This special notice, posted on December 31, 2025, represents an intent to award without competitive bidding under the simplified acquisition procedures outlined in FAR Part 13. The NIH determined through market research that Bethesda-Chevy Chase Orthopedic Associates is the only vendor capable of meeting the Clinical Center's unique requirements. The acquisition is classified under NAICS Code 541690 (Other Scientific and Technical Consulting Services) with a Product Service Code of Q701 (Specialized Medical Support). The place of performance is located in Bethesda, Maryland, where the NIH Clinical Center is situated.

The primary objective is to secure continuous 24/7 orthopedic surgical consultation services to support routine, urgent, and emergent patient care at the NIH Clinical Center. Interested parties have until January 8, 2026, to identify their interest and capabilities, though solicitation documents will not be issued and quotations will not be requested. Eligibility for participation is effectively limited to vendors that can demonstrate the combination of geographic proximity to Bethesda, specialized clinical expertise in orthopedic surgery, proven 24/7 availability, established NIH credentialing, and past performance experience with the NIH Clinical Center. The sole source award is justified under FAR Part 13.106-1(b)(1), which exempts acquisitions from the competition requirements of FAR Part 6, allowing the government to award based on unique circumstances and limited source availability. This acquisition format streamlines the procurement process while ensuring the NIH Clinical Center maintains critical continuity of specialized orthopedic services for patient care.
