About this opportunity

The U.S. Department of State's US Embassy Libreville has issued a Notice of Intent to award a sole source contract to Johnson Controls Inc. for the replacement of a Building Automation System (BAS) server and three dedicated workstation laptops. This special notice, posted on April 8, 2026, is classified under NAICS 238210 (Electrical Contractors and Other Wiring Installation Contractors) and is not a solicitation for competitive proposals. The government intends to sole source this requirement in accordance with Federal Acquisition Regulation Subpart 5.2 and FAR 6.302-1, which permits sole source contracting when only one responsible source can satisfy agency requirements. The anticipated performance period is 100 days, with a total estimated contract value of $69,397.44. This is a one-time supply and installation requirement with no option periods.

The primary objective of this Notice of Intent is to meet regulatory disclosure requirements while ensuring continuity of services at the embassy facility, as the existing BAS system has reached storage capacity limits and poses an operational risk. The due date for responses is April 20, 2026, and all responsible sources may submit a capability statement, proposal, or quotation if they can demonstrate clear and convincing evidence that competition would be advantageous to the government without causing delays or service degradation. The contractor must provide all labor, materials, equipment, software licenses, and technical expertise necessary for full installation and integration of the BAS system in Libreville, Gabon. Although Johnson Controls Inc. is deemed the only responsible source due to proprietary METASYS software ownership and system compatibility requirements, the government reserves the right to determine whether to compete this contract based on responses received. The government will not reimburse any costs associated with responses to this notice.
