About this opportunity

The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has issued a Special Notice regarding a potential sole-source contract for preventative maintenance services on an axiVEND M2-iTWO-300P Protein Spotter - Aspirate/Dispense Platform located at the NOAA Hollings Marine Laboratory in Charleston, SC. The notice indicates an intent to award the contract directly to axiVEND LLC, the original equipment manufacturer, due to their unique capability to provide compatible parts, service, and system performance specification checks. This Special Notice is not a competitive solicitation, but rather an opportunity for other potential contractors to demonstrate their capability to meet the contract requirements. The notice is classified under the NAICS category 811210 for Electronic and Precision Equipment Repair and Maintenance, with a size standard of $34.0M. The notice was published on January 6, 2025, with a response period open until January 20, 2025.

Interested contractors can submit a Capability Statement via email to scott.beliveau@noaa.gov to be considered for potentially converting this to a competitive procurement. The Capability Statement must provide sufficient detailed material to allow NOAA to evaluate whether the submitting party can meet all contract requirements. All electronic correspondence must include the subject line "Announcement Number: 1333MG-25-Q-0013" and be received by 11:00 AM EDT on January 20, 2025. Contractors must be registered in the System for Award Management (SAM) to be eligible for award, and oral communications will not be accepted. The maintenance services to be performed include replacing worn components, recalibrating and realigning the system, checking motion systems, testing dispensing component accuracy, and conducting routine maintenance tasks. The contract also includes provisions for two on-site emergency visits per year under a Full-Service Support Plan. The government retains sole discretion in determining whether to proceed with a competitive or sole-source procurement based on the responses received.

Notice text

This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities.  However, if an interested party believes that it is capable of meeting the requirements and be in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice.  Responses can be sent via e-mail to scott.beliveau@noaa.gov.  Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.

All responsible sources may submit a Capability Statement in accordance with the solicitation, which shall be considered by the agency if received on or before 11:00 AM EDT on January 20, 2025.  The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
