About this opportunity

The Defense Health Agency Contracting Activity Healthcare Contracting Division, Southeast announced on August 21, 2026 its intent to sole-source a bilateral modification to existing firm-fixed-price contract W91YTZ25C0003 with Abbott Laboratories, Inc., with a response deadline of August 24, 2026. The modification is out-of-scope and will increase estimated quantities and ceiling funding for Option Years 1 through 4 to support Chemistry/Immunochemistry analyzers, reagents, consumables, calibrations, and control materials at Moncrief Army Health Clinic, Fort Jackson, South Carolina. The contracting officer determined Abbott is the only responsible source capable of satisfying agency requirements under RFO FAR 6.103-1(c)(2)(i); market research confirmed no other commercial pathology vendors can provide required test assays for the specific Abbott analyzer platforms currently installed, and introducing a second contractor would create unrecoverable costs through equipment duplication, validation, physical space modifications, and IT infrastructure integration. The base contract runs through October 31, 2025, with option years extending to October 31, 2029. NAICS 325413 applies; SBA small business size standard is 1,250 employees. This notice is not a request for competitive proposals, and no award will be made on unsolicited quotations. A redacted Justification and Approval document is attached.
