About this opportunity

The Department of Health and Human Services, National Institutes of Health, National Center for Advancing Translational Sciences (NCATS), Division of Preclinical Innovation has issued a Notice of Intent to Sole Source for specialized kinase assay services. The notice, published through the Interior Business Center on August 15, 2025, announces the government's intent to award a sole source contract to Reaction Biology Corporation for NIH NCATS Gamma 33P ATP Kinase Assay and NanoBret Kinase Assay services. The procurement falls under the authority of 41 U.S.C 1901 and FAR 13.106-1(b)(1), with work to be performed at the contractor's facility in Malvern, Pennsylvania. This is structured as a firm-fixed-price purchase order with a 12-month base period of performance. The contract opportunity is classified under NAICS code 541714 for Research and Development in Biotechnology services.

The primary objective is to ensure data consistency and methodology continuity for an ongoing development project by utilizing the same specialized assay services previously provided by Reaction Biology Corporation. NCATS requires these specific assay results to maintain comparable sample analysis throughout the project duration, making the sole source justification critical for scientific integrity. Interested sources must submit capability statements by the August 21, 2025 deadline, though this notice explicitly states it is not a request for competitive quotations and no formal solicitation will be issued. Contractors responding must demonstrate their ability to provide the exact same assay services and methodologies as previously delivered. The procurement is limited to sources that can meet the essential characteristics required for this specialized biotechnology research service, with eligibility effectively restricted to entities capable of replicating the precise technical specifications established in prior work.

NOTICE OF INTENT TO SOLE SOURCE

NIH NCATS Gamma 33P ATP Kinase Assay and NanoBret Kinase Assay

This synopsis is issued in accordance with Federal Acquisition Regulation (FAR) 5.203 and FAR subpart 13.1 in response to the requirement for 15-day notification. Given that the services being sought are a commercial service, the response time is shortened to less than 15-days, as authorized by FAR 5.203(a)(1). This notice advises that subject to the availability of funds, the Government intends to solicit and establish a sole source, Firm-Fixed-Price (FFP) purchase order for a service to only one source, Reaction Biology Corporation (UEI ¿ LDBCLKM4WJH1) under the authority of 41 U.S.C 1901 as implemented by FAR 13.106-1(b)(1).

The proposed purchase order will provide the results of the Reaction Biology Corporation assay service to the U.S. Department of Health and Human Services (HHS), National Institutes of Health (NIH), The National Center for Advancing Translational Sciences (NCATS), Division of Preclinical Innovation (DPI). NCATS DPI requires the results of this specialized service provided by Reaction Biology Corporation. It is critical to ensure the data and methods are consistent through the project. Previous services have been completed with the same exact assay and service from Reaction Biology Corporation. The essential characteristics of this service require Reaction Biology Corporation to continue to provide this same assay service as they have provided previously so that this development project provides a comparable sample analysis.

Period of Performance - The base period of performance is 12-months from the date of the award.

Place of Performance ¿ Work will be performed at the contractor facility in Malvern, PA.
