About this opportunity
The Department of the Air Force Special Operations Command has issued a Special Notice announcing their intent to conduct a single source procurement for a water softener system. The agency seeks to replace a malfunctioning Ecolab CP-210 water softener at Cannon Air Force Base's Dining Facilities (DFACs) due to harsh water conditions that have caused calcification and equipment failure. This notice serves as advance notification to the contracting community that the government intends to award this contract to Ecolab without competitive bidding. The procurement falls under NAICS code 333310 for Commercial and Service Industry Machinery Manufacturing and PSC code 4610 for Water Purification Equipment. The notice was posted on September 26, 2025, with responses due by September 29, 2025.
The government's objective is to maintain operational continuity and system compatibility within their existing water treatment infrastructure. The Air Force justifies the sole source approach based on Ecolab's existing maintenance agreements for DFAC equipment, their supply of all chemicals and cleaning materials, and their trained expertise on the current systems. The water softener must integrate directly with existing dishwashers and chemical systems, making compatibility with Ecolab's established framework essential for food safety, regulatory compliance, and operational efficiency. Contractors interested in responding to this notice have until September 29, 2025, though the government has predetermined that only Ecolab can reasonably provide the required solution due to technical integration requirements and existing service relationships. The procurement is structured as a simplified acquisition under single source justification, with no set-aside designations applied.
Notice text
Harsh water conditions have caused certain water-based equipment to calcify and become inoperable. EcoLab already has maintenance agreements for most of the equipment in the DFACs. We purchase all the chemicals used in the DFACs, including the cleaning supplies and dishwashing materials, through them. They maintain the dishwashers and the water filters and because the water softener ties directly into the dishwasher, we need to continue using EcoLab to ensure compatibility with the chemicals already being used. Additionally, EcoLab is already trained on how to properly maintain the equipment and we don’t have the manpower to train a new vendor.
Due to the established and mandated use of Ecolab water treatment systems, including water softeners, across all DFACs within Cannon AFB, a sole source procurement of a replacement Ecolab CP-210 is justified; no formal market research was conducted as maintaining seamless system integration, chemical compatibility, consistent performance, regulatory compliance, staff expertise, and continuity of service within the existing Ecolab framework is paramount to ensuring food safety, operational efficiency, and cost-effectiveness, while avoiding the risks, expenses, and potential disruptions associated with introducing a non-compatible system, thereby rendering a competitive procurement unfeasible.
