About this opportunity
The Indian Health Service, Navajo Area, Shiprock Service Unit intends to restrict competition and award a sole-source contract to Zoll Medical Corporation for preventative maintenance services on defibrillators at Northern Navajo Medical Center in Shiprock, New Mexico and Dzilth-Na-O-Dith-Hle Health Center in Bloomfield, New Mexico, with responses due by June 22, 2026. The restriction is justified under FAR 12.102(a) because Zoll is the only source capable of servicing and updating proprietary defibrillator systems; only Zoll-licensed technicians can repair units, update software configurations, and perform preventive maintenance due to proprietary information protections. The base period is 12 months from award, followed by four optional one-year periods and one six-month extension option under FAR clauses 52.217-9 and 52.217-8. The procurement is classified under NAICS 811210 (Electronic and Precision Equipment Repair and Maintenance) with a small business size standard of $34.0 million. This notice is not a request for quotations; no formal solicitation will be issued. Vendors believing they can provide the stated services may submit a written capability statement via email to William.Lee@ihs.gov no later than 12:00 PM MDT on June 22, 2026. Verbal responses are not acceptable. The Government will make a final determination on competition based on capability statement responses.
