About this opportunity
The Navajo Area Indian Health Service (NAIHS), on behalf of Gallup Indian Medical Center in Gallup, New Mexico, intends to restrict competition and negotiate directly with Alcon Vision LLC for a Voyager Direct Selective Laser Trabeculoplasty (DSLT) system, with capability statements due September 1, 2026 by 3:00 pm MDT. The restriction is based on sole-source justification: the Voyager DSLT system is the only FDA-cleared SLT platform that delivers fully automated, non-contact, 360-degree treatment directly to the trabecular meshwork without a gonioscopy lens; no other commercially available SLT system offers this combination of non-contact delivery and automated 360 treatment. The NAICS code is 339112 (Surgical and Medical Instrument Manufacturing). Vendors capable of providing the stated equipment may submit a capability statement by the due date; verbal responses will not be considered. The Government will use simplified acquisition procedures under FAR 12.102(a) and will make its decision to proceed with restricted competition solely at its discretion. Delivery is required 90 days after award. The point of contact is Misty Billy, Contract Specialist, at misty.billy@ihs.gov.
