About this opportunity

The Nuclear Regulatory Commission (NRC) has published a Special Notice announcing its intent to enter into a sole source, noncompetitive procurement with Pitney Bowes Inc. for the rental, maintenance, and cloud services of mailing equipment. The notice, posted on March 19, 2026, pertains to the acquisition of a Pitney Bowes SendPro 360 Tier 2 FedRAMP Cloud Solution combined with monthly USPS meter rental and equipment maintenance services for six previously procured Pitney Bowes P2000 Mailing Machines. This procurement falls under NAICS code 532420 (Office Machinery and Equipment Rental and Leasing) and is justified under Federal Acquisition Regulation (FAR) 6.103-1. The contracting action is classified as a civilian agency acquisition.

The primary objective of this procurement is to maintain operational capability for the NRC's mailing infrastructure while ensuring compliance with federal security requirements for cloud-based solutions. The proposed contract term runs from April 1, 2026, through March 31, 2027, with one optional 6-month extension period. Pitney Bowes has been identified as the sole source provider because it is the only vendor offering a FedRAMP-authorized Outbound and Inbound Mail Tracking Cloud Solution compatible with USPS metered mail machines, a critical requirement since all cloud services handling federal data must maintain FedRAMP authorization. The deadline for submission or comments regarding this sole source intent is March 26, 2026. As this is a noncompetitive procurement with a pre-identified contractor, traditional eligibility criteria and competitive bidding opportunities do not apply; interested parties may submit written objections to the sole source justification within the specified timeframe.

Pitney Bowes is the only company that offers a FedRAMP authorized Outbound and Inboutd Mail Tracking Cloud Solution for their USPS metered mail machines.
