About this opportunity

The Centers for Disease Control and Prevention intends to issue a sole source award to Johnson Controls Building Automation Systems for the software licensing renewal of Easy Lobby, which is actually a Milestone Video Management Annual License system integrated into CDC's Physical Security Video Management System. This procurement is being conducted under the authority of FAR 13.106-1(b) as a Simplified Acquisition Procedure, with the justification based on Johnson Controls' exclusive licensing agreements and proprietary data for the Milestone Systems software. The CDC emphasizes that switching to another vendor would require a complete system overhaul and potentially compromise existing security system integrations, creating unacceptable risks to the physical security infrastructure. While this is designated as a sole source procurement, the government will consider any quotations or responses received within 10 days of the notice issuance, with all submissions due by July 28, 2025, at 7:28 PM to the contract specialist at zvm0@cdc.gov. The determination whether to proceed with competitive procurement based on any responses received remains solely at the government's discretion.

This procurement does not utilize any set-aside designations and identifies Johnson Controls Building Automation Systems as both the intended sole source contractor and current incumbent provider. The contract value is established at $110,000 for this firm fixed price purchase order, with the procurement being conducted under GSA Schedule GS-07F-190CA. The justification document indicates that Milestone Systems does not support direct customer purchasing and works exclusively through certified resellers like Johnson Controls, further supporting the sole source approach. The place of performance is specified as Chamblee, Georgia 30341, and the procurement falls under NAICS code 541519 for Other Computer Related Services and PSC code 7A21 for IT and Telecom Business Application Software. The procurement request number is HCAJSE-2025-00376, and the justification was certified by the Physical Security Branch Chief in November 2024 and approved by the Contract Specialist in May 2025.
