About this opportunity
The Department of the Navy's Naval Facilities Engineering Command (NAVFAC) has issued a Special Notice announcing its intent to conduct a sole source procurement with Dormakaba Holding AG. The notice pertains to a contract for purchasing and installing approximately 1,500 Dormakaba Ilco 790 Door Locks, along with associated components, for 19 barracks at Naval Station Rota in Spain. This procurement will be executed under Federal Acquisition Regulation (FAR) 6.302, which allows for non-competitive contracting under specific circumstances. The special notice is specifically related to hardware manufacturing within the 332510 NAICS category and focuses on prefabricated building components. The unique aspect of this procurement is the requirement for an Authority to Operate (ATO) issued by U.S. Fleet Cyber Command, which currently only Dormakaba possesses.
The purpose of this Special Notice is to provide transparency about the intended sole source procurement and potentially identify alternative contractors with comparable capabilities. While the notice is not a formal request for competitive proposals, interested parties are invited to demonstrate their interest and capability to respond to the requirement before the April 14, 2025 deadline. The government retains sole discretion in determining whether to proceed with a competitive or non-competitive procurement based on responses received. The comprehensive contract scope includes not just the door locks, but also 2,000 Radio Frequency Identification Cards, two stand-alone multi-language integrated consoles for system management, card encoding, lock interrogation, system training, and five-year maintenance. Contractors interested in this opportunity should carefully review the notice and submit any inquiries or capabilities statements prior to the specified deadline, understanding that the government will evaluate such information to inform its procurement strategy.
