About this opportunity
The Department of the Air Force Air Education and Training Command is issuing a Notice of Intent to Award sole source to SimX Inc. (CAGE: 79S56) for two virtual reality headsets with proprietary software licensing for medical training, with responses due September 11. This is not a competitive solicitation; the contracting officer is procuring under the authority of 10 U.S.C. 3204(a)(1), justified by SimX's exclusive ownership of the underlying technology developed in part with Federal Small Business Innovation Research (SBIR) program funds and protected by patent. No other company may produce or sell equivalent technology without a license or distribution agreement from SimX.
Place of performance is Altus Air Force Base, Altus, Oklahoma. The 97th Medical Group requires the platform to support realistic medical training across combat lifesaver, first responder, and high acuity in-hospital care scenarios. NAICS code 611430, Professional and Management Development Training; PSC code 6910, Training Aids.
Interested sources must submit capability statements including technical data and cost information. The contract action is valued under $10 million. The contracting officer will post a special notice on SAM.gov for ten days as a mitigation measure to encourage future competition. Questions and capability statements are due September 11, 2026.
Notice text
The 97th MDG requires two virtual reality headsets with licensing software to conduct realistic medical training with a wide variety of types of practice from combat lifesaver and first responder.
The 97th MDG intends to make a sole source award to SimX Inc (CAGE: 79S56), due to being the only source capable of providing the proprietary software-based platform for conducting realistic medical training which is compatible with their headset. It is designed for effectiveness in a wide variety of settings and for a wide variety of types of practice, from combat lifesaver and first responder to high acuity in-hospital care. The SimX technology was developed in part with funds from the Federal Small Business Innovation Research (SBIR) program. The SBIR program is used by the Federal Government to enable the development of technologies with dual use potential within the Government as well as the commercial sector. The SBIR program is competitively selected, and a cost reasonableness assessment is made by US Government contracting officers during selection. Under the Federal SBA SBIR/STTR Policy Directive, this assessment may be relied upon by contracting officers to satisfy the need for competition and serves as a Federal Justification for Other than Full and Open Competition (JOFOC / also known as a "sole source justification"). Additionally, because SimX owns the SBIR Data Rights and patent(s) in the technology, no other company may produce and/or sell the same technology without a license or distribution agreement from SimX.
The proposed contract action for the Government intends to solicit from a single source under the authority of RFO 6.103-1 and 10 U.S.C 3204(a)(1). This notice of intent is NOT a request for competitive proposals, and no solicitation document exists for the requirement.
Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail and with convincing evidence that clearly demonstrates the capability to meet the requirement. Requests for documentation, additional information, or submissions that only ask questions will not be considered as an affirmative response.
A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a single source procurement.
Capability statements are due on September 11, 2026 at 11AM CDT. Capability statements shall be submitted by email ONLY as a Microsoft Word or Adobe PDF attachment to fredrick.larbi_kwapong.1@us.af.mil or ryan.lafever.2@us.af.mil. Capability statements and supporting documentation provided after the due date listed above will not be reviewed. Please see attached Sole Source Justification and Provision and Clauses.
