About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) document for a sole source acquisition valued under $10 million. The 97th Medical Group (97 MDG) seeks to procure two SimX virtual reality headsets with licensing software to conduct realistic medical training across multiple practice areas, including combat lifesaver, first responder, and high acuity in-hospital care scenarios.

The justification for sole source procurement is based on 10 U.S.C. 3204(a)(1), which permits competition exceptions when only one responsible source can satisfy agency requirements. SimX, Inc. is identified as the sole vendor capable of providing the proprietary software-based platform compatible with their headset. The rationale emphasizes that SimX owns the source code, intellectual property rights, and patent protections for the technology, which was partially developed using Federal Small Business Innovation Research (SBIR) program funds. No other company may produce or sell equivalent technology without a license or distribution agreement from SimX. As a mitigation measure to encourage future competition, the contracting officer will post a special notice on SAM.gov for ten days. The Contracting Officer (TSgt Ryan C. Lafever) certified the justification on 28 August 2026, and Technical and Requirements Personnel (Tiffany H. Gibbs) certified supporting data on 31 August 2026. The CO is responsible for determining that the contract cost is fair and reasonable per RFO Subpart 15.4 requirements.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):

97 CONF/ PKA

II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):

97 MDG will like to purchase 2 virtual reality headsets with licensing software to conduct realistic medical training with a wide variety of types of practice from combat lifesaver and first responder. This is a sole source justification acquisition.

III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):

SimX Virtual Reality Medical Simulation

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):

10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

RFO 12.201-2, Other procedures - 10 U.S.C. 3204(a)(1)

V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):

This is a sole source justification requirement as only one vendor (SimX, Inc) provides the proprietary software-based platform for conducting realistic medical training which is compatible with their headset. It is designed for effectiveness in a wide variety of settings and for a wide variety of types of practice, from combat lifesaver and first responder to high acuity in-hospital care. The SimX technology was developed in part with funds from the Federal Small Business Innovation Research (SBIR) program. The SBIR program is used by the Federal Government to enable the development of technologies with dual use potential within the Government as well as the commercial sector. The SBIR program is competitively selected, and a cost reasonableness assessment is made by US Government contracting officers during selection. Under the Federal SBA SBIR/STTR Policy Directive, this assessment may be relied upon by contracting officers to satisfy the need for competition and serves as a Federal Justification for Other than Full and Open Competition (JOFOC / also known as a "sole source justification"). Additionally, because SimX owns the SBIR Data Rights and patent(s) in the technology, no other company may produce and/or sell the same technology without a license or distribution agreement from SimX.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):

SimX is the sole owner of the source code and knowhow necessary to provide continuing maintenance, support, and updates to the SimX VR system. No other party has access to or rights in SimX's proprietary source code.

SimX is also the exclusive developer of training cases for the SimX VR system.

VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):

The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):

A special notice for this Sole Source requirement will be posted on the GPE (SAM.gov) for ten (10) days to encourage competition for future requirements.
