Notice text

Notice of Intent to award a sole source purchase order:  The U.S. Air Force, 60 CONS intends to negotiate and issue a sole source award to obtain Chemistry Analyzer Reagents for 3 months at Travis AFB.  The NAICS code is 334516 Analytical Laboratory Instrument Manufacturing, with a small business standard of 1000 employees.  The award date is estimated to be no later than 1 November 2021.

A new Chemistry Analyzer & Reagents contract FA442721F0046 was awarded to Abbott Laboratories for the period of performance 01 Sep 2021 – 31 Aug 2022, plus 2 Option Years.  The current contractor (Siemens Medical Solutions Diagnostics) must uninstall and remove its equipment, and the new contractor (Abbott Laboratories) must install and validate its new equipment in this 3-month time period. 60 MDG requires continuous lab testing capability during this phase-out / phase-in period. Due to space and power limitations, the government must update the laboratory to facilitate the installation of the new contractor's equipment while the current contractor's equipment continues testing.  A 3-month PoP for the current contractor suffices for the government to update the laboratory and for the new contractor to complete equipment installation.

60 CONS intends to negotiate this requirement under the authority of AFFARS 5313.501.  The sole source procurement will be awarded as a simplified acquisition in accordance with FAR parts 12 and 13.  This notice of intent is not a request for competitive proposals.  A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government.  Interested parties who believe they possess the capabilities to satisfy the requirements should submit a capability statement demonstrating their abilities to meet this requirement.  All responses should be in writing via e-mail to richard.thorp.4@us.af.mil and roberto.escobedo.1@us.af.mil prior to 18 Oct 2021 no later than 0700 hrs PST.
