About this opportunity

The Transportation Security Administration (TSA), specifically the Real Estate Management Division's Direct Leasing Branch, has issued a Special Notice of intent to award a sole-source purchase order to Choice Environmental Services, LLC. The notice pertains to repairing and maintaining dust collection and removal systems for three indoor firing ranges at the TSA Training Center in New Jersey. Under Federal Acquisition Regulation (FAR) Part 6.302-1, the TSA intends to award the contract to this specific vendor based on the determination that no other source can satisfy their requirements. Choice Environmental Services is identified as the only licensed and capable company to repair and restore the existing Vac-U-Max systems. The notice is being published in accordance with FAR Part 5.101(a)(1) to disseminate information about the proposed contract action.

Interested contractors may submit their capability and interest via email to the Contracting Officer, Charlotte M. Carney, by June 11, 2025, at 12:00 PM Eastern Time. Potential respondents should include documentation demonstrating their history of working on Action Target range systems or authorization to perform such work. The proposed contract is for a base year of repair and maintenance of the existing Vac-U-Max system, including hazardous material removal within bullet traps. The TSA determined that using another vendor would require purchasing entirely new systems and incur duplicative costs. Contractors should note that this is not a request for proposals, and the government retains sole discretion in determining whether to compete the proposed action. Respondents will not be reimbursed for any costs incurred in preparing their submissions. The procurement falls under NAICS category 811310 for commercial and industrial machinery and equipment repair and maintenance.
