About this opportunity

The Transportation Security Administration (TSA), through its Real Estate Management Division, has issued a Special Notice of Intent to Award a Sole Source purchase order for repair and maintenance of indoor shooting range target systems at the TSA Training Center in New Jersey. The notice specifically targets Action Target, Inc., a vendor with a unique target system that is not compatible with alternative manufacturers' equipment. The sole-source justification is based on Federal Acquisition Regulation (FAR) 6.302-1, which allows for awarding a contract to only one responsible source when no other supplies or services will satisfy agency requirements. The notice emphasizes that the existing Action Target system has specific characteristics, accessories, software, and components that make it impossible to replace with alternative vendor systems without incurring significant duplicative costs. The contract will cover a base year of repair and maintenance for the existing target systems.

Interested contractors may respond to the notice by submitting documentation via email to the Contracting Officer, Ms. Charlotte M. Carney, no later than June 12, 2025, at 12:00 PM Eastern Time. Potential respondents must provide evidence of their history working with Action Target range target systems or documentation authorizing their firm to do so. The government retains full discretion in determining whether to compete the proposed action based on responses received. Contractors should note that the notice is not a request for proposals, and the government will not be responsible for any costs incurred in preparing a response. The proposed contract action is valued at approximately $105,000 with options and has a 90-day performance period. Eligibility is primarily limited to vendors with specific expertise in the Action Target proprietary system, and the opportunity is specifically tailored to maintaining the existing TSA Training Center target systems.

Notice text

NOTICE OF INTENT TO AWARD SOLE SOURCE:

This is a special notice being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source purchase order and is not a request for competitive proposals.

The Transportation Security Administration (TSA), Real Estate Management Division (REMD), Direct Leasing Branch (DLB) intends to award a purchase order on the basis of other than full and open competition under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to:

Action Target, INC

CAGE code 0N2W7

3411 S Mountain Vista PKWY

Provo, UT 84606

The Government has a requirement to repair and maintain three indoor shooting range target systems at the TSA Training Center in New Jersey.  The proposed contract action is for a base year consisting of repair and maintenance of existing Action Target, INC (OEM) targets and systems.

The Action Target, INC Target System is not compatible or interchangeable with any other target systems because of the inherent system characteristics, related accessories, computer software, compressors, and remote controls. Using another vendor would require the purchase of multiple and entirely new systems while incurring duplicative costs since there is an existing system currently in place. Contracting Officers may solicit from one source if it's determined only one source is reasonably available to satisfy agency requirements, as supplemented with additional information in this notice.

This notice is not a request for proposals. Interested parties may express interest and capability to respond to the requirement via email (no telephonic inquiries) to Ms. Charlotte M. Carney, Contracting Officer, charlotte.carney1@tsa.dhs.gov, no later than 12 June 2025 at 12:00 PM Eastern Time.  Any response should include any history of working on Action Target range target systems or documentation that would authorize your firm to do so.  A determination by the Government not to compete this proposed action, based upon responses to this notice, is solely within the discretion of the Government. The Government is NOT responsible for any costs incurred by responding to this Notice.
