About this opportunity
The Medical Readiness Contracting Office–West at Fort Hood, Texas announced a sole source award intent for FDA-approved EVO Toric Lenses and EVO Lenses to STARR Surgical Company, with award anticipated on or about June 12, 2026. The procurement is restricted to a single source under FAR 12.102(b) based on exclusive availability; STARR Surgical is the sole manufacturer of Collamer lenses, a proprietary biocompatible material, and market research confirmed no other FDA-approved vendors can meet the government's requirements in all necessary sizes and specifications. The firm-fixed-price contract will supply intraocular Collamer lens implants and injection systems to Carl R. Darnall Army Medical Center for treating soldiers with extreme refractive error ineligible for PRK or LASIK procedures. The estimated contract value is $1,655,866 over five years (base period October 1, 2026 through September 30, 2027, plus four one-year options extending through September 30, 2031), funded through the Defense Health Program. This is a notice of intent only; this is not a request for competitive proposals, capability briefings, or competitive quotes. The government retains discretion not to award based on responses to this notice.
